Sewers are among the most popular projects vying for stimulus dollars. But that money isn’t nearly enough to fix the nation’s sewage woes, the kind of woes plaguing the water and air in the tiny village of Carbon Hill, Ill.
You’re likely to see some more green in the next couple of weeks. Not only on the trees. Very possibly in your wallet, too. President Obama has asked that all employers adjust their payroll systems by Wednesday so eligible workers can start receiving the new Making Work Pay tax credit through their paychecks. The credit, available for 2009 and 2010, was a part of the economic recovery package lawmakers passed in February. Just how much extra cash you will see depends on your marital status, your salary and how many allowances — or exemptions — you normally take. – From CNN
ABC News’ Karen Travers reports: President Obama said last night that he put Vice President Biden in charge of the White House’s oversight effort on the implementation of stimulus funds because “nobody messes with Joe.” The line got a huge laugh from the Members of Congress in the House Chamber, who are familiar with the loquacious Blue Hen from his decades as a senator from Delaware, and made Biden grin and blush in his seat behind the president. – From ABC News
President Obama gave a great speech last night—well delivered, gracious to his political opponents, concise and understandable. I cannot remember the last time a president put any humor into a joint session address. His “Don’t mess with Joe” line reminded me of the Joe Biden impersonator on Saturday Night Live yelling “Biden Alert!” every time he enters a room. My favorite part of the speech was at the end, when the President quoted Ty Sheoma Bethea, who asked for help for her crumbling school by telling everyone, “We are not quitters.” She had a look in her eye that told the room she was much older than she appeared—sort of an “old soul” type of child. The president repeated it several times, and I have to admit I got a little choked up. – From US News & World Report
Vice President Joe Biden said Wednesday that the Obama administration’s stimulus program is designed to “drop-kick” the economy out of its deep recession, declaring he is determined to ensure the $787 billion “gets out the door quickly and wisely.” Meeting with top members of President Barack Obama’s Cabinet, Biden warned that he plans to use “the moral approbation of this office” to make sure the huge fund of stimulus money is put to use creating jobs and rebuilding American infrastructure. – From AP
Cutting our deficit isn’t a sexy thing, but an aggressive plan is what we want to see. Let’s just not wuss out on it.
After a string of costly bailout and stimulus measures, President Barack Obama will set a goal this week to cut the annual deficit at least in half by the end of his term, administration officials said. The reduction would come in large part through Iraq troop withdrawals and higher taxes on the wealthy. Obama’s budget outline, which he will release on Thursday, will also confirm his intention to deliver this year on ambitious campaign promises on health care and energy policy. The president inherited a deficit for 2009 of about $1.2 trillion, which will rise to more than $1.5 trillion, given initial spending from his recently enacted stimulus package. His budget blueprint for the 2010 fiscal year, which begins Oct. 1, will include a 10-year projection showing the annual deficit declining to $533 billion in the 2013 fiscal year, the last year of his term, officials said. – From International Herald Tribune
While President Barack Obama has campaigned for and won hundreds of billions of dollars in stimulus to help revive the economy he is also working on a plan to cut the federal deficit in half by the end of his first term. Obama inherited a deficit of about $1.3 trillion from former President George W. Bush. An administration official Saturday, Obama’s budget blueprint for the 2010 fiscal year, which begins Oct. 1, will include a 10-year projection showing the annual deficit declining to $533 billion in the 2013 fiscal year, the last year of his term. While that suggests a two-thirds reduction, exceeding Obama’s goal of at least half, advisers note that the current deficit as a starting point is inflated by one-time expenses to stimulate the economy. After a White House fiscal policy summit on Monday Obama will address his efforts to restore fiscal discipline to Congress on Tuesday. On Thursday he plans to send at least a summary of his first budget request to Capitol Hill. – From ChattahBox.com
President Barack Obama plans to increase taxes on the wealthy and cut spending for the war in Iraq as part of a plan to slash the U.S. budget deficit to $533 billion by the end of his first term, according to an administration official. Obama wants to reduce the deficit because he’s concerned that over time, federal borrowing will make it harder for the economy to grow and create jobs, said the official, speaking on the condition of anonymity. – From Bloomberg
I get $400! That’ll save the economy! At least Obama is doing what he said he was going to do.
President Barack Obama said the Treasury Department will begin ordering employers today to cut taxes taken from workers’ paychecks as part of his effort to boost a worsening U.S. economy. Obama, speaking in his weekly address, said a “typical” family will start getting at least an extra $65 a month by April 1 as a result of the $787 billion stimulus package he signed into law earlier this week. He said the measure is only a “first step.” The president has pledged $275 billion to help struggling homeowners avoid foreclosure and plans to announce measures to stabilize banks. The aim is to put more money in the pockets of Americans and stimulate the economy by increasing consumer spending. – From Reuters

President Barack Obama said today his administration is requiring “unprecedented responsibility and accountability” as the nation implements a $787 billion economic-stimulus package enacted this week. “The American people are watching,” Obama told a group of mayors at the White House. “They need this plan to work, and they expect to see the money they worked so hard to earn spent in its intended purposes without waste, without inefficiency, without fraud.” The package, enacted in Denver Feb. 17 as one of the biggest economic rescue efforts in U.S. history, allocates billions of dollars toward cities to rebuild crumbling infrastructure while creating jobs. – From Bloomberg.com

President Barack Obama signed the $787 billion stimulus bill into law Tuesday in Denver. The legislation is the most sweeping economic package in decades. Now we’ll all hold our breaths and see if anything happens.
President Obama today signed into law a $787 billion economic stimulus plan that he said begins “the essential work of keeping the American dream alive in our time.” In a speech and signing ceremony in Denver, Obama said the new law is aimed at creating millions of jobs and halting the U.S. economy’s downward spiral. Obama signed the massive, nearly 1,100-page American Recovery and Reinvestment Act at the Denver Museum of Nature and Science, a setting intended to underscore the new law’s role in creating clean-energy jobs. Before the signing, the president toured a solar panel installation on the museum’s roof. – From Washington Post
President Barack Obama signed the $787 billion stimulus package today, and the clean energy industry — among the biggest winners — is celebrating. The signing ceremony was heavily loaded with solar symbolism: Mr. Obama signed the bill after touring the Denver Museum of Nature and Science, which has solar panels on its roof. He was also introduced by Blake Jones, head of Namaste Solar Electric, a Colorado company that installed solar panels on the governor’s mansion there. (As of this writing, the company’s Web site appears to have crashed, perhaps under the weight of the attention.) – From NY Times
President Obama signed the $787 economic stimulus bill Tuesday in Denver, Colorado. Here is a full transcript of his remarks. President Obama: It is great to be in Denver. I was here last summer to accept the nomination of my party and to make a promise to people of all parties that I would do all I could to give every American the chance to make of their lives what they will and see their children climb higher than they did. I am back today to say that we have begun the difficult work of keeping that promise. We have begun the essential work of keeping the American dream alive in our time. – From CNN

The economic stimulus bill that President Barack Obama will sign into law Tuesday is worth $787 billion. Among the bill’s provisions are measures designed to help average Americans right away.
Republicans will need to articulate their vision to the American people. Just bitching about things won’t do. To simply vote against stuff and say it’s not partisanship isn’t going to fly. And just saying ‘more tax cuts’ isn’t going to work either. People believe that didn’t work under Bush, so they don’t see it as an alternative now. Give Obama credit for hammering this through quickly and try and do something. Will it work is another question.
Top Republican lawmakers Sunday called on President Obama to change his political strategy, arguing that the passage of a massive stimulus bill on a party-line vote showed he has failed to deliver the “change” he promised. “If this is going to be bipartisanship, the country’s screwed,” Sen. Lindsey Graham, R-South Carolina, told ABC’s “This Week.” “I know bipartisanship when I see it.” – From CNN
President Barack Obama’s crucial victory in getting a $787 billion economic stimulus plan through Congress was achieved quickly, but his hopes of gaining a bipartisan consensus died an early death. The bitter Washington debate over the stimulus plan, which the majority Democrats muscled through both chambers despite nearly unified Republican opposition, has political consequences that boil down to one question: Will it work? If it has the desired effect of creating or saving up to 4 million jobs and kick-starting the economy, the package will be judged a smart move akin to President Bill Clinton’s economic plan that was hotly debated back in 1993. Clinton’s decision to raise taxes to balance the budget was seen as the foundation of the U.S. economic boom of the 1990s. – From Reuters
It’s a major first victory for Obama, but not without significant risk. The spending might do jack for this nation – I think folks are leaping at anything to make things better. We’ll see – hope and pray. And this was pushed through congress with little Republican support – meaning partisan bickering will likely follow both in Washington and around the nation.

Senate Republicans and Democrats vowed yesterday to seek significant changes to the $819 billion economic stimulus package passed by the House, foreshadowing a likely bruising debate next week on how best to end the recession. Schumer of New York, who wants to add $3 billion for mass transit programs. – From Boston.com
If you are one of those taxpayers that doesn’t want to spend $25 million on trails for ATVs, or $150 million for agricultural repairs (like beehives after a storm), then you’ll understand why no Republicans supported the stimulus in the House — and why most Republicans are trashing it in the Senate. “This is about spending money we don’t have for things we don’t need,” said Senator Tom Coburn, R-Okla. – CBS News
